The spectacular growth of emerging market economies in the pre-crisis period, largely driven by rising commodity prices, did not necessarily reflect an increase in the value-added production or a notableshift towards more industrialized content. Now that the financial crisis put an end to commodities boom and significantly affected resourceexport revenues of developing countries, moving towards industrialization might become even more difficult, while at the same time more necessary than ever before to secure these countries’ future. What are the opportunities and challengesposed by the crisis for building industrial capacity of emerging market countries and their development prospects?

Most raw materials are bought and sold internationally through normal commerce between suppliers and buyers, whether on a spot basis or under term contracts. But in recent years, in the name of "economic security", there have been many efforts to buy not just the raw materials but also the mines or deposits where they come from, sometimes entering into broader political arrangements with the countries in question in the hope of better securing these investments. This is a form of "geo-economics" (the logic of strategy with the methods of commerce). What are the benefits, costs and risks of this kind of "geo-economic" procurement for raw material exporters?
